Can two shipments under different schemes be under one Airway bill /Bill of Lading under Import?

Why do buyers in India import goods under different Bill of Lading/Airway bill from one supplier at same location, as two or more consignments? Why can not a buyer import goods under one shipment from a single supplier at same location?
The importer may require being claimed export benefits or importing duty exemption under different schemes offered by various government agencies for export promotion of respective countries. If exporter or importer needs to claim such benefits under different schemes, such benefits can be easily handled by shipping each consignment separately.
So, in order to handle such shipments smoothly, exporter or importer files documents separately and ship each consignment under separate airway bill.
Import and export customs clearance procedures also make easier, if separate shipment under separate export claim or import claim is filed.
