SIP - State Implementation Plan - A plan developed under the Federal Clean Air Act (CAA) to improve air quality.

 

SMS - Highway Safety Management System - Systematic processes to ensure that all opportunities to improve highway safety are identified, implemented where appropriate, and evaluated.

 

SMSA - Standard Metropolitan Statistical Area - This term was the equivalent to the Metropolitan Statistical Area (MSA) between 1959-1983.

 

SOV - Single Occupant Vehicle - A vehicle carrying only one person.

STP - Statewide Transportation Plan - The official transportation plan that is intermodal in scope, including bicycle and pedestrian features, addresses at least a twenty-year horizon, and covers entire state.

 

STP - Surface Transportation Program - Block grant type program that may be used by states and localities for construction, reconstruction, resurfacing, and operational improvements for any road not functionally classified as local or rural minor collector and bridges. These roads are now collectively referred to as Federal-aid roads.

 

STRACNET - Strategic Rail Corridor Network - These railroad corridors are critical strategic links for the Department of Defense (DOD).

 

STRAHNET - Strategic Highway Corridor Network - These corridors and the interstate highways are critical strategic links for the Department of Defense (DOD).

 

STT - Screen Test Technician - Person authorized and trained in the Department of Transportation (DOT) regulations for conducting alcohol screening tests.

 

SULEV - Super Ultra Low Emissions Vehicle - A standard met by vehicles who exhibit 76 to 97 percent less pollution than today's vehicles.

 

SWCD - Soil and Water Conservation District - Mission is to assist the communities and landowners in their efforts to conserve, restore, enhance and protect the natural resources of their areas.

 

SWPPP - Stormwater Pollution Prevention Plan - A program to describe a process though which a facility thoroughly evaluates potential pollutant sources at a site and selects and implements appropriate structural and/or nonstructural best management practices (BMPs) designed to prevent or control the discharge of pollutants in storm water runoff.

 

SWQMP - Stormwater Quality Management Program - A requirement under the Phase II, National Pollutant Discharge Elimination System (NPDES) that serves to manage stormwater as a resource, using a flexible approach, incorporating government coordination, legal authorial and comprehensive planning, funding and staffing, public education and participation and best management practices selection.

 

TA - Transportation Alternatives - A funding source under MAP-21 which provides funding for projects such as on and off road bicycle and pedestrian facilities, non-driver access to public transportation, recreational trails, safe routes to school projects. Also called "TAP" or Transportation Alternatives Program.

 

TAC - Technical Advisory Committee - One of the three committees of the BMCMPO which advises the Policy Committee and is made up of persons with technical expertise from local public agencies.

 

TAD - Transportation (or Traffic) Analysis Distric - A new geographic area created for the 2010 Census. TADs have a minimum population threshold of 20,000 in order to provide high quality data for the Census Bureau's threshold for 3-year ACS tabulation.

TAZ - Transportation (or Traffic) Analysis Zone - A zone created to conduct transportation modeling, these zones usually have a population of under 3,000.

TCM - Transportation Control Measures - Refers to measures identified in air quality implementation plans, which reduce transportation related emissions by reducing vehicle use or changing traffic flow or congestion conditions.

 

TDM - Transportation Demand Management - Low cost ways to reduce demand by cars on the transportation system.

 

TDM - Travel Demand Forecasting - Utilizes a travel forecasting model and attempts to answer questions on traffic conditions at some point in the future.

 

TDM - Travel Demand Model - A travel demand model uses information such as roadway, transit networks, population, and employment data to calculate the expected demand for transportation facilities. Within the model, mathematical equations are used to represent each individual's decision making process of: Why to make a trip? When to make the trip? Where to make the trip? How to make the trip? What route to follow to complete the trip? The model results for these individual choices are combined so that the aggregate impacts of roadway vehicle volumes, transit route ridership, and average travel times can be determined.

 

TE - Transportation Enhancement - Offers communities the opportunity to expand transportation choices. Activities such as safe bicycle and pedestrian facilities, scenic routes, beautification, and other investments increase opportunities for recreation, accessibility, and safety for everyone beyond traditional highway programs.

 

TEA - Transportation Enhancement Activities Fund - A set of ten activities meant to enhance the environmental, scenic, or cultural quality of an area affected by a transportation facility. The surface transportation program sets aside 10 percent of all Surface Transportation Program (STP) fund for (TEA's).

 

TEA-21 - Transportation Efficiency Act of the 21st Century - Was enacted June 9, 1998 as Public Law 105-178. (TEA-21) authorizes the Federal surface transportation programs (FSTP) for highways, highway safety, and transit for the 6-year period 1998-2003.

 

THC - Delta-9-Tetrahydrocannabinol (Marijuana) - Marijuana is the most commonly abused illicit drug in the United States. A dry, shredded green/brown mix of flowers, stems, seeds, and leaves of the hemp plant Cannabis sativa, it usually is smoked as a cigarette (joint, nail). The main active chemical in marijuana is THC (delta-9-tetrahydrocannabinol). The membranes of certain nerve cells in the brain contain protein receptors that bind to THC.
