All natural persons or legal entities are approved to conduct export and import process in Bulgaria. For commercial purpose, a registered trade with concerned license (if required) as per the business and have enlisted in the Trade and Company Register of the country is must for exporting and importing of products from and to Bulgaria.

Bulgaria is a member state of European Union. Since  Bulgaria falls  under  EU countries,  a common  trade policy is adopted  to import/export  most  of  the products .   A separate rules and regulations are applied to specific products when importing and exporting in the European Union called Integrated Tariff of the European Communities (TARIC code).   For any import, export or transit in EU countries, an EORI number is compulsory. EORI means Economic Operator Registration and Identification.  The European Union (EU) legislation has required all member states to adopt the Economic Operators Registration and Identification (EORI) scheme. All importers, exporters and other transporters need to use a unique EORI reference number in all electronic communications with Customs and other government agencies involved in the international trade. This means that anyone involved with export, transit or import operations need to have EORI number.

The National Customs Agency is a centralised administrative structure to the Minister of Finance. The Agency is a legal entity - a second-level budget spending unit.

The Agency is managed by a Director General assisted by three Deputy Directors and a Secretary General. The Agency is structured in Central Customs Directorate and 9 customs houses - Aerogara Sofia, Burgas, Varna, Lom, Plovdiv, Svishtov, Stolichna, Rousse and Ugozapadna. The administration of the Agency's Central Customs Directorate is organised in 5 directorates of general administration, 6 directorates of specialised administration, as well as Inspectorate and Internal Audit Unit. The customs houses are managed by heads that are directly responsible for the activity of the respective customs offices.

A priority for the Bulgarian Customs Administration is granting the use of simplified procedures in the customs legislation by finding a balance between customs control and trade facilitation.

An export declaration must be lodged when goods are exported to regions outside the fiscal region of the EU. Export declaration is lodged electronically either as a message declaration or using the Export Declaration Service. It can submit on SAD (Single Administrative Document) form.

 

In many cases, the documentation may also vary depending on the country of origin or destination.  The documents may have to be prepared in a special way to comply with the requirements of the import or export country.
