The terms used in central excise

 

CIP - Capital Improvement Plan/Program - A long-range plan, usually four to six years, which identifies capital projects and equipment purchases, provides a planning schedule and identifies options for financing the plan. Essentially, the plan provides a link between a city's comprehensive and strategic plans and the city's annual budget.

 

CIR - Cold In-place Recycling - A paving process that uses specially designed pavement recycling machines.

 

CIRTA - Central Indiana Regional Transportation Authority - A quasi-governmental organization (IC 36-9-3) that is working to bring more transportation options that will better connect the urban core of Indianapolis with suburban and rural communities in Marion, Hamilton, Hancock, Shelby, Johnson, Morgan, Hendricks, Boone, Delaware and Madison counties.

 

CL - Confidence Level - The degree of accuracy resulting from the use of a statistical sample.

 

CMAQ - Congestion Management and Air Quality Program - This program directs funds toward transportation projects in non-attainment areas. These projects must contribute to the attainment of national ambient air quality standards. Funding for the CMAQ program is distributed based on each State's share of the population of non-attainment areas weighted by degree of pollution. A minimum of one-half percent is guaranteed to each State. No project that provides new capacity for single occupant vehicles may be funded with (CMAQ) funds/

CN - Construction - The supervising, inspecting, actual building or reconstruction of facilities and equipment for use in public transportation or highway activities.

 

CNG - Compressed Natural Gas - A natural gas under pressure which remains clear, odorless, and non-corrosive. Although vehicles can use natural gas as either a liquid or a gas, most vehicles use the gaseous form compressed to pressures above 3,100 pounds per square inch.

 

CO - Compliance - Refers to a condition in which the Federal Transit Administration (FTA) has found that the applicant, recipient, or sub recipient has met the requirements, and there is no indication or evidence of discrimination on the basis of race, color or national origin.

 

COG - Council of Governments - A regional intergovernmental agency established to foster cooperative, coordinated and comprehensive planning activities.

 

COIT - County Option Income Tax - COIT is the county option income tax. A COIT council is made up of the county council, city councils and town boards. Votes are divided based on population shares. Local governments can use COIT)revenue for homeowner property tax relief, but mostly it's used for new spending. All local units except schools share in the revenue. Counties can't have a County Adjusted Gross Income Tax (CAGIT) and COIT tax at the same time.

 

CON - Construction - The supervising, inspecting, actual building or reconstruction of facilities and equipment for use in public transportation or highway activities.

 

CONT - Contractor - Any entity or organization, which has entered into a contract with a Federal Transit Administration (FTA) applicant, recipient, or sub recipient.

 

COOP - Cooperation - The parties involved in carrying out the planning, programming and management system processes work together to achieve a common goal or objective.

 

CPI - Consumer Price Index - A measure of the price change for a package of goods specified by the Department of Commerce's (DOC) Bureau of Economic Analysis (BEA).

 

CPL - NHTSA Conforming Products List - List of conforming alcohol screen devices and evidential breath testing devices approved by the National Highway Traffic Safety Administration (NHTSA) to be used for Department of Transportation (DOT) alcohol screening tests.

 

CR - Commuter Rail - The portion of main-line railroad transportation operations, which encompass passenger train service for local short-distance travel between a central city and adjacent suburbs.

 

CRP - Conservation Reserve Program - Indiana law defines a confined feeding operation as any animal feeding operation engaged in the confined feeding of at least 300 cattle, or 600 swine or sheep, or 30,000 fowl, such as chickens, turkeys or other poultry.

 

CRR - Central Contractor Registry - An electronic database of government vendor firms used by the Department of Defense (DOD).

 

CSA - Contract Service Agency - An entity which has a contract service agreement with the BMCMPO.

 

CSA - Contract Service Agreement - An agreement between the BMCMPO and another entity for said entity to carry out a planning function on behalf of the BMCMPO. CSAs are identified in the UPWP and are typically executed with local public agencies.

 

CSO - Combined Sewer Overflow - Rainwater runoff and sanitary wastewater in the same set of sewer pipes. These are called "combined sewers." Sometimes when it rains, combined sewers do not have enough capacity to carry all the rainwater and wastewater or the Water Pollution Control Plant (WPCP) cannot accept all of the combined flow. In this situation, the combined wastewater overflows from the collection system into the nearest body of water.

 

CT - Census Tracts - Small areas with generally stable boundaries, defined within counties and statistically equivalent entities, usually in metropolitan areas and other highly populated counties. They are with respect to population characteristics, economic status and living conditions.

 

CTPP - Census Transportation Planning Package - A special tabulation of transportation related data for transportation analysis zones and larger areas. It includes data by place of residence, by place of work, and from a cross tabulation of place of residence by place of work for use in studying commuting patterns.

 

Customs Administration:The Central Board of Excise and Customs (CBEC) is the apex body for customs administration. Central Board of Excise and Customs (CBEC) is a part of the Department of Revenue under the Ministry of Finance, Government of India. CBEC deals with the task of formulation of policy concerning levy and collection of customs duties. The Board discharges the various tasks assigned to it, with the help of its field formations namely the Customs, Customs (Preventive) and Central Excise Zones, Commissionerate of Customs, Customs (Preventive), Central Revenues Control Laboratory and Directorates. There are 11 zones of Customs and Customs (Preventive) spread across the country. These zones are headed by the Chief Commissioners. There are 35 Commissionerates exclusively of Customs and Customs (Preventive), 67 Commissioners of Central Excise and Customs (Appeals) and 4 posts of Commissioner (Adjudication) – one each at Mumbai, Chennai, Delhi and Bangalore.
