Terms used in central excise

 

MV - Modified Van - A standard van which has undergone some structural changes, usually made to increase its size.

 

NAADAC - National Association of Alcoholism and Drug Abuse Counselors Certification Commission - Operates as an independent body managing NAADAC's credentials and education. The NAADAC Certification Commission deals with test administration, fees, ethics and rules of procedure.

 

NAAQS - National Ambient Air Quality Standards - The Clean Air Act (CAA), which was last amended in 1990, requires Environmental Protection Agency (EPA) to set National Ambient Air Quality Standards (NAAQS) for wide-spread pollutants from numerous and diverse sources considered harmful to public health and the environment. The Clean Air Act established two types of national air quality standards. Primary standards set limits to protect public health, including the health of "sensitive" populations such as asthmatics, children, and the elderly. Secondary standards set limits to protect public welfare, including protection against visibility impairment, damage to animals, crops, vegetation, and buildings. The Clean Air Act requires periodic review of the science upon which the standards are based and the standards themselves.

 

NARC - National Association of Regional Councils - Represents and advocates for the interests of regional councils and metropolitan planning organizations - rural and urban, large and small - at the national level.

NGV - Natural Gas Vehicle - Vehicles that run solely on natural gas.

 

NHI - National Highway Institute - Established by Congress in 1970, NHI is the training and education arm of the Federal Highway Administration (FHWA).

 

NHS - National Highway System - This system consists primarily of existing Interstate routes and a portion of the primary system, it is established to focus Federal resources on roads that are the most important to interstate travel and national defense.

 

NHTSA - National Highway Traffic Safety Administration - This agency within the US Department of Transportation (USDOT) is charged with conduction research on safety in vehicles.

 

NIDA - National Institute on Drug Abuse - Government agency whose mission is to lead the Nation in bringing the power of science to bear on drug abuse and addiction.

 

NIMS - National Incident Management System - A system mandated by Homeland Security Presidential Directive 5 (HSPD-5) that provides a consistent, nationwide approach for Federal, State, local, and tribal governments; the private sector; Non-governmental Organizations (NGOs) to work effectively and efficiently together to prepare for, respond to, and recover from domestic incidents, regardless of cause, size, or complexity. To provide for interoperability and compatibility among Federal, State, local, and tribal capabilities, the National Incident Management System (NIMS) includes a core set of concepts, principles, and terminology. Homeland Security Presidential Directive 5 (HSPD-5) identifies these as the Incident Command System (ICS); multiagency coordination systems; training; identification and management of resources (including systems for classifying types of resources); qualification and certification; and the collection, tracking, and reporting of incident information and incident resources.

 

NIRCC - Northeastern Indiana Regional Coordinating Council - The designated Metropolitan Planning Organization (MPO) for the Northeastern, Indiana urbanized area.

 

NO2 - Nitrogen Dioxide - NO2 is a reddish-brown gas with a pungent and irritating odor. It transforms in the air to form gaseous nitric acid and toxic organic nitrates. NO2 also plays a major role in atmospheric reactions that produce ground-level ozone, a major component of smog. It is also a precursor to nitrates, which contribute to increased respiratable particle levels in the atmosphere.

 

NOI - Notice of Intent (Stormwater Management Programs) - This public notice form is used to apply for a storm water discharge permit under the National Pollution Discharge Elimination System (NPDES).

 

NOT - Notice of Termination (Stormwater Management Programs) - For Large Construction Activity this form is used to let the Department know that a site has been stabilized to 70% of preexisting conditions. For small construction activity, this form would only be submitted to the department if the permittee is ceasing all small construction activity.

 

NOX - Oxides of Nitrogen - NOX is a generic term for the various nitrogen oxides produced during combustion. They are believed to aggravate asthmatic conditions, react with the oxygen in the air to produce ozone, which is also an irritant and eventually form nitric acid when dissolved in water. When dissolved in atmospheric moisture the result can be acid rain which can damage both trees and entire forest ecosystems.

 

NPDES - National Pollution Discharge Elimination System - In 1972, the NPDES program was established under the authority of the Clean Water Act (CWA). Most storm water discharges are considered point sources and require coverage by an NPDES permit. Storm water discharges are generated by runoff from land and impervious areas such as paved streets, parking lots, and building rooftops during rainfall and snow events that often contain pollutants in quantities that could adversely affect water quality.

 

NPRM - Notice to Proposed Rule-Making - A notice of proposed rulemaking or NPRM is issued by law when a regulatory agency of the United States Federal Government wishes to add, remove, or change a rule (or regulation) as part of the rulemaking process.

 

NPS - National Park Service - The U.S. federal agency that manages all National Parks, many National Monuments and other conservation and historical properties with various title designations.

 

NRC - National Research Council - The National Research Council (NRC) of the USA is the working arm of the United States National Academy of Sciences and the United States National Academy of Engineering, carrying out most of the studies done in their names.

 

NRCS - Natural Resource Conservation Service - A federal agency (Under the US Department of Agriculture) whose goal is to provide high quality, productive soils; clean and abundant water; healthy plant and animal communities; clean air; an adequate energy supply; and working farms and ranchlands through conservation.
