Terms used in custom clearance

 

Departure Permit: A permit issued by the Documentation Section at the Port Management to the Migration Section, under which the maritime conveyance shall be allowed to depart.

 

Deposit of Estimated Duties:This refers to antidumping duties which must be deposited upon entry of merchandise which is the subject of an antidumping duty order for each manufacturer, producer or exporter equal to the amount by which the foreign market value exceeds the United States price of the merchandise.

 

DEQ (DELIVERED EX QUAY): The seller has fulfilled his obligation to deliver when the goods are available to the buyer on the quay (wharf) at the named port of destination, cleared for importation. The seller is responsible for all risks and costs including duties, taxes in making available the goods at the port of destination. This term should only be used for sea or inland waterway transport.

 

DES (DELIVERED EX SHIP): The seller has fulfilled his obligation to deliver when the goods are available to the buyer on board the ship uncleared for import at the main port of destination. The seller is responsible for all costs and risk of loss or damage in bringing the goods to the named port of destination. This term should only be used for sea or inland waterway transport.

 

Terms used in export custom clearance such as delivered ex ship,direct ship, disclaimers,drawback,Description of the Services and Program Fees: The Services are provided by a third party global technology and shipping provider, Pitney Bowes Inc., for GSP Items purchased from the United States, and Pitney Bowes Limited, for GSP Items purchased from the United Kingdom (each with its affiliates, "Pitney Bowes"). By purchasing a GSP Item, you will be entering into a binding contract with the Seller for the purchase of the GSP Item, as well as an agreement with Pitney Bowes for the provision of the Services, including parcel processing, international shipping and tracking, and customs clearance. You acknowledge and agree that Pitney Bowes may use third party logistics providers, shipping carriers, customs brokers, freight forwarders, and/or other subcontractors under contract with Pitney Bowes to assist it in performing the Services. Direct Ship:Ship without consolidation and under one MAWB i.e. non-consolidation

 

Disbursement Fee: Customers are responsible for payment of duty and taxes. A fee will apply for any amount paid or processed by UPS on behalf of the customer.

Dock Receipt:A dock receipt is used to transfer accountability when the export item is moved by the domestic carrier to the port of embarkation and left with the international carrier for export.

 

Drawback System:The Drawback System, a part of Customs' Automated Commercial System, provides the means for processing and tracking of drawback claims.

 

Drawback:Drawback is a rebate by a government, in whole or in part, of customs duties assessed on imported merchandise that is subsequently exported. Drawback regulations and procedures vary among countries.

 

Drop-shipment or Drop-ship:Shipment delivered to a location other than buyer's location at the request of the buyer. Also referred to as Third Party location. See Third Party Drop-Shipments for more information.

 

Duty Drawback: The preparation of a refund request for all or part of customs duty or domestic tax paid on imported merchandise that was subsequently either manufactured into a different article or re-exported.

 

Duty:A tax imposed on imports by the customs authority of a country. Duties are generally based on the value of the goods (ad valorem duties), some other factors such as weight or quantity (specific duties), or a combination of value and other factors (compound duties).

 

Effect of Termination:The following sections of these Terms will survive any termination: "Roles of the Parties," "Data Privacy," "Payment and Program Fees," "Lost, Damaged, or Undeliverable Items; Valid Delivery Address Required," "International Returns," "Disclaimers," "Limitation of Liability," "Indemnification," "Miscellaneous," and "Term."

 

Entry Summary Selectivity System:The Entry Summary Selectivity System, a part of Customs' Automated Commercial System, provides an automated review of entry data to determine whether team or routine review is required. Selectivity criteria include an assessment of risk by importer, tariff number, country of origin, manufacturer, and value. Summaries with Census warnings, as well as quota, antidumping and countervailing duty entry summaries are selected for team review. A random sample of routine review summaries is also automatically selected for team review.

 

Entry Summary System:An entry is the minimum amount of documentation needed to secure the release of imported merchandise. The Entry Summary System, a part of Customs' Automated Commercial System, contains data on release, summary, rejection, collection, liquidation, and extension or suspension.

 

Entry Value:The U.S. Customs Service defines entry value (or entered value) as the value reflected on the entry documentation submitted by the importer. (see 19 CFR 141.61 for how shown on entry.)

 

ETA:Estimated Time of Arrival. Then, It normally takes 4 hours for carriers to Break Bulk then ready to be picked up by forwarders along with customs release notification.

 

ETD:Estimated Time of Departure. The cut-off time for carriers' cargo ramp handling is normally two hours ahead of ETD. However, the freight forwarders' consolidation cut-off time may vary depending on each forwarder's operations respectively.

 

EX WORKS:“Ex Works” means the seller fulfills its obligations keeping the goods at the disposal of the buyer in the facility (factory, plant etc.,) of the seller. Seller unless otherwise agreed is not responsible for loading the goods into a vehicle provided by the buyer or clearing the goods from export customs. Buyer assumes the risk of the goods from this point to the destination point including all relevant costs. This term is a kind of sales procedure involving the least obligation for the seller among all the forms of sales.In this kind of delivery terms, contract price includes only price of packed goods. In other words any transport, loading, unloading and insurance costs are borne by the buyer.

 

Exclusions:You alone are responsible for any customs duties, taxes, surcharges, fines, penalties, or other charges which may be imposed on you by customs or tax officials after a GSP Item has successfully cleared customs and been delivered to (or made available for pickup at) the delivery address specified by you or the collection center near you that is designated by Pitney Bowes.

 

Export Control Classification Number:Every product has an export control classification number (formerly: Export Control Commodity Number) within the Commerce Control List. Each ECCN consists of five characters that identify the category, product group, type of control, and country group level of control.

 

Export License:A government document (also known as an "Individual Validated License") authorizing exports of specific goods in specific quantities to a particular destination. This document may be required in some countries for most or all exports and in other countries only under special circumstances.

 

EXW (EX WORKS):The buyer bears all costs and risks involved in taking the goods from the seller's premises to the desired destination. The seller's obligation is to make the goods available at his premises (works, factory, warehouse). This term represents minimum obligation for the seller. This term can be used across all modes of transport.

 

FAK:Freight All Kind

 

FAS (FREE ALONGSIDE SHIP): The seller has fulfilled his obligation when goods have been placed alongside the vessel at the port of shipment. The buyer is responsible for all costs and risks of loss or damage to the goods from that moment. The buyer is also required to clear the goods for export. This term should only be used for sea or inland waterway transport.
