Terms used in shipping

 

Defense Trade Advisory Group - In March 1992, the Department of State established the Defense Trade Advisory Group to provide consultation and coordination with U.S. defense exporters. DTAG members are drawn from the U.S. defense industry, associations, academia, and foundations, and include technical and military experts, and the State Department and observers from other government agencies. Members of the Committee are appointed by the Assistant Secretary of State for Politico-Military Affairs. DTAG has three main working groups: - Policy Working Group (PWG): which provides advice on broad issues of defense trade, technology transfer and commercial arms sales in an effort to aid State in regulating commercial munitions exports. - Regulatory Working Group (RWG): which provides advice on possible changes and improvements to regulations and procedures related to defense exports of munitions articles, technical data and software related to defense articles. - Technical Working Group (TWG): which provides on technical issues related to the U.S. Munitions List.

 

Defense Trade Controls - DTC (formerly: the Office of Munitions Control, OMC) at State administers licenses for the export of defense articles and services including arms, ammunition, and implements of war. These items are listed in the International Traffic in Arms Regulations (ITAR) and the U.S. Munitions List. DTC is involved in the commodity jurisdiction (CJ) process. The CJ process is used to determine whether a particular item should be transferred to another control list (primarily, whether an item may be subject to the ITAR or considered either dual-use and subject to the Commodity Control List). Defense Trade Regulations - The Defense Trade Regulations (formerly known as the International Traffic in Arms Regulations, ITAR) are administered by the State Department to control the export of weapons and munitions.

The group works with industry to identify ways to target industry needs and increase the success of industry export efforts by minimizing government impediments, streamlining procedures, and improve the availability of market information. The DTWG includes three subgroups: - The Defense Exports Working Group, chaired by Commerce, which helps implement Administration defense export policy and enhances U.S. government support for U.S. defense exporters; - The European Defense Cooperation Group, chaired by State, which coordinates interagency input to U.S.-NATO International Staff for the NATO Council on National Armaments Directors (CNAD) study on defense trade; and - The Technology Transfer and Third Party Reexport Group, chaired by Defense, which works with industry to define a more proactive technology transfer regime that could be implemented within the limits of U.S. national security and industrial competitiveness interests.

 

Deferment Account:Bank account held with Customs to pay Duty and / or VAT (DAN - Deferment Account Number) this can be held by a Company or you may be able to agree terms to use your Import Agent / Customs brokers account.

 

Deferred Payment Credit - It is similar to the letter of credit, providing for payment after presentation of shipping documents by exporter.

 

DEFERRED REBATE:The return of a portion of the freight charges by a carrier or a conference shipper in exchange for the shipper giving all or most of his shipments to the carrier or conference over a specified period of time (usually six months). Payment of the rate is deferred for a further similar period, during which the shipper must continue to give all or most of his shipments to the rebating carrier or conference. The shipper thus earns a further rebate that will not, however, be paid without an additional period of exclusive or almost exclusive patronage with the carrier of conference. In this way, the shipper becomes tied to the rebating carrier or conference. Although the deferred rebate system is illegal in U.S. foreign commerce, it generally is accepted in the ocean trade between other countries.

 

Deficit Weight:The weight by which a shipment is less than the minimum weight.

Delivered at Frontier - "Delivered at Frontier" means that the seller's obligations are fulfilled when the goods have arrived at the frontier -- but before "the customs border" of the country named in the sales contract. The term is primarily intended to apply to goods by rail or road but is also used irrespective of the mode of transport.

 

Delivered Duty Paid (DDP) - It is an Incoterm that means that the seller pays for all transportation costs and bears all the risks until the goods are delivered and pays the duty. It is also known as "free domicile."

 

Delivered Duty Unpaid (DDU) - It is an Incoterm that means that the sellers pays for all transportation costs and bears all the risks until the goods are delivered, but does not pay for the duty.

 

Delivered/Duty Paid - While the term "Ex Works" signifies the seller's minimum obligation, the term "Delivered Duty Paid", when followed by words naming the buyer's premises, denotes the other extreme -- the seller's maximum obligation. The term "Delivered Duty Paid" may be used irrespective of the mode of transport. If the parties wish that the seller should clear the goods for import but that some of the cost payable upon the import of the goods should be excluded -- such as value added tax (VAT) and/or other similar taxes -- this should be made clear by adding words to this effect (e.g., "exclusive of VAT and/or taxes").

 

Delivery (of) a cargo - The conveying of goods by a carrier to the receiver or Bill of Lading bolder at the place of destination in the contract of carriage.

 

Delivery Certificate - Document, signed by or on behalf of the shipowner and the charterer, certifying the time, date and place of delivery of the ship, that is, the placing of the ship at the disposal of the time charterer at the beginning of the period of the charter. The certificate also states the quantity of bunkers on board at the time of delivery and any notations by the charterer concerning the failure of the ship to comply in any respect with the terms of the Charter-Party.

 

Delivery Instructions - Provides specific information to the inland carrier concerning the arrangement made by the forwarder to deliver the merchandise to the particular pier or steamship line. Not to be confused with Delivery Order which is used for import cargo.

 

Delivery Instructions::Also called Delivery Orders, these documents provide specific information to a carrier regarding delivery to a specific port, pier, terminal, airport, or steamship line. They show the shipping carrier, delivery deadlines, name and address of consignee, and the contract name and telephone number of the shipper in case of delivery problems.

 

Delivery Instructions:Order to pick up goods at a named place and deliver them to a pier. Usually issued by exporter to trucker but may apply to a railroad, which completes delivery by land. Use is limited to a few major U.S. ports. Also known as shipping delivery order.

Delivery Order:A document authorizing delivery to a nominated party of cargoes in the care of a third party. The document is issued by a carrier or a forwarder on surrender of a bill of lading and then used by the merchant to transfer title by endorsement.

 

Delivery Verification Certificate - The U.S. Customs Service defines a DVC as a form used to track imported merchandise from the custody of the importer to the custody of a manufacturer and is used to substantiate a manufacturing drawback claim. The DVC is also known as a Certificate of Delivery (Customs Form 331). An export license may be issued with a requirement for delivery verification by Customs in the receiving country. When delivery verification is required by a foreign government for goods imported into the U.S., the U.S. Customs Service will certify a delivery verification certificate (Form ITA-647). A U.S. export license may require submission of a similar form from an importing country.

 

Dely - Delivery (of a ship) - Placing of a time chartered ship by the shipowner at the disposal of the charterer at the beginning of the period of the charter, at the time and place agreed. The place of delivery is often a location, such as a pilot station, where it is relatively easy to verify the time of arrival and hence the time when the charter commences. Normally, an on hire survey is carried out as soon as practicable in order to determine the condition of the ship and the quantity of bunkers on board at the time of delivery.
