Certificate from Animal Quarantine office :If any items under leather and leather products fall under the regulation of animal quarantine department, the importers of such products under leather and leather products should obtain a certificate from Animal Quarantine Office of importing country.

 

RSP based valuation: Some of the items under leather and leather products fall under RSP based valuation to estimate import tax.

 

What is RSP? : RSP means retail sale price. Retail Sale Price RSP means the maximum price at which the excisable goods in packaged form may be sold to the ultimate consumer and includes all taxes local or otherwise, freight, transport charges, commission payable to dealers, and all charges towards advertisement, delivery, packing, forwarding and the like, as the case may be, and the price is the sole consideration for such sale.

Test report of analysis from Laboratory to import : For the purpose of importing some of the items under leather and leather products, the importer must obtain a test report from accredited laboratory authorized or governed by importing country is required. Necessary sample of imported leather and leather products are drawn as per the procedures and rules of importing country and submit with such authorized laboratory and obtains analysis report. Normally three sets of samples of importing leather and leather products are drawn and forwarded to laboratory notified by environment and forest department. Test report retains for minimum two years to confirm on obligation fulfillment by importer on importation of leather and leather products. Such certificate is submitted with customs location of importing country to process importation of leather and leather products. If non fulfillment of obligation by importation of leather and leather products, the importer should re-export the hazardous waste within 90 days from the date of arrival in to importing country as per hazardous waste management, handling and trans boundary rules.

 

General requirements to import 

Government registration: In most of countries, government registration is required to become an importer in the country who only can act as an importer. Foreign Trade government office of respective country is responsible to issue such authorization to become an importer. For example in India, IEC number (Import Export Code Number) is obtained from the office of Director General of Foreign Trade office to operate as an importer and exporter in India. This process to become an importer is a onetime process, but renewal may be required as per the terms and conditions of such foreign trade office of a country.

 

Nowadays, in most of the countries, the information on such registration for importer – exporter is linked with customs location and reserve bank, as process of imports and exports are online digitalized. Procedures to import: The importer and supplier mutually agree terms and conditions about import sale prior to actual shipment of imports. oraine Bicknell : Around 4 months ago I ordered some leather bridles from the above company, VDA International. When they arrived most of the 30 bridles were mouldy and damaged. I made a complaint and the owner said to put them in the sun to dry out and they would be fine! You can imagine I was very upset at his response and asked if I could have a refund. He refused and said I need to send them back and he will give me new ones. I asked him to collect the bridles and he refused. He said his company will not do this and I have to send them back. The cheapest way to get them to India was by Royal mail and this cost me £240, he said he would pay me back for the postage. I returned them and now he won’t return my money as he said I paid to much for the postage and he also won’t give me a refund for the bad bridles, he says he will send me new ones when he can. I am totally disgusted in how I have been treated and want to know if there is anyway you can advise me on how to get my money returned?
