Standards - As defined by the Multilateral Trade Negotiations "Agreement on Technical Barriers to Trade" (Standards Code), a standard is a technical specification contained in a document that lays down characteristics of a product such as levels of quality, performance, safety, or dimensions. Standards may include, or deal exclusively with, terminology, symbols, testing and test methods, packaging, marking, or labeling requirements as they apply to a product. The GATT Standards Code, negotiated and accepted during the Tokyo Round in the 1970s, is designed to eliminate the use of standards, technical regulations, and conformity assessment (certification) procedures as unnecessary barriers to trade. The Standards Code is administered by the GATT Secretariat in Geneva, Switzerland. The Commerce Department's National Institute of Standards and Technology is responsible for several provisions of the Standards Code which relate to the establishment of a U.S. inquiry point, a standards information center, and a technical office for non-agricultural products.

 

Stand-By Arrangements - A stand-by arrangement, like an extended arrangement, assures a member country of the International Monetary Fund (IMF) that it will be able to make purchases up to a specified amount from the IMF during a given period, as long as the member has observed the performance criteria and other terms specified in the arrangement. Stand-by arrangements extend up to three years. See: International Monetary Fund.

 

STAND-BY VESSEL:Stationed near an offshore in-stallation, responsible for evacuating its crew in emergencies. Also performs continuous guard function, warning other vessels to keep their distance from installations, etc.

Statement of Facts - Statement, prepared by the ship's agent at the loading and discharging ports, which shows the date and times of arrival of the ship and the commencement and completion of loading and discharging. It details the quantity of cargo loaded or discharged each day, the hours worked and the hours stopped with the reasons for the stoppages, such as bad weather, a strike or breakdown of equipment.

 

Statistical Office of the European Community - EUROSTAT provides European Economic Community-wide statistics on economics, finance, foreign trade, services, transportation, industry, population, social conditions, energy, atricutlrual, forestry, and other topics. Eurostat offices are located in Luxembourg.

 

Statute Of Limitation:A law limiting the time in which claims or suits may be instituted.

 

STC:Said to contain, often placed before the description of goods on a bill of lading because the carrier does not know the nature or quantity of goods actually placed in the packages or the containers.

 

STCC:(Standard Transportation Commodity Codes) the STCC system is a 7 digit coding structure designed to classify all commodities or articles which move or may move in freight transportation

STCC:Abbreviation for "Standard Transportation Commodity Code."

 

Std. - Standard (timber trade)

 

steamship agent: The local representative who acts as a liaison among ship owners, local port authorities, terminals and supply/service companies. An agent handles all details for getting the ship into port; having it unloaded and loaded; inspected and out to sea quickly. An agent arranges for pilots; tug services; stevedores; inspections, etc., as well as, seeing that a ship is supplied with food, water, mail, medical services, etc. A steamship agency does not own the ship.

 

steamship company: A business that owns ships that operate in international trade .

 

Steamship Conference:A group of vessel operators joined together for the purpose of establishing freight rates.

 

Steamship Guarantee:An indemnity issued to the carrier by a bank; protects the carrier against any possible losses or damages arising from release of the merchandise to the receiving party. This instrument is usually issued when the bill of lading is lost or is not available.

 

Steamship Line Bill of Lading:See "Ocean Bill of Lading"

 

steamship line: A steamship (ocean carrier) service running on a particular international route. Examples: NSCSA (National Shipping Company of Saudi Arabia), American President Lines (APL), Maersk Sealand, Evergreen, etc.

 

STEAMSHIP LINE:A company usually having the following departments: vessel operations, container operations, tariff department, booking, outbound rates, inward rates, and sales. The company can maintain its own in-country offices to handle regional sales, operations, or other matters, or appoint steamship agents to represent them doing the same. Some lines have liner offices in several regions and appointed agents in others.

 

steamship: Today, ships that transport cargo overseas are powered by diesel fuel instead of steam. Many people still use the term "steamship," but the more modern term for the service is "ocean carrier" and for the ship itself, "motor vessel."

STEM(Noun): The upright post or bar of the bow of a vessel.

 

Stern:The back end of a vessel. Opposite of bow.

stevedore - Person whose functions are to load, stow and unload ships.

Stevedore:A person employed, or a contractor engaged, at a dock to load and unload cargo from ships.

 

STEWARD ASSISTANT:Clean galley and mess halls, set tables, prepare salads, and clean living quarters.

STORAGE CHARGE:A penalty assessed to shippers or consignees for holding private trailers or containers at the origin or destination terminal in excess of allotted free time

 

STORE:A general term for provisions, materials and supplies used aboard ship for the maintenance of the crew, and for the navigation, propulsion, and upkeep of the vessel and its equipment.

 

Store-Door Delivery (STOR/DOR):Delivery of goods to consignee's place of business or warehouse by motor vehicle. Refers to a complete package of delivery services performed by a carrier from origin to final consumption point, whether that be a retail, wholesale or other final distribution facility.

 

Store-Door Pick Up:Picking up an empty container from a carrier, delivering it to a merchant and returning the laden container; the portion of store-door pick up performed by the carrier's trucker.
